01 · The workflow problem
Small public-works contractors assemble certified payroll from payroll exports, spreadsheets, and timesheets, then certify it. Classification errors, wage or fringe inconsistencies, and missing apprentice or project information are often found after submission, when correcting them is slow and the record of what changed is lost.
